If you use the "house" ventilation system to heat the room, you should not have any problems. You will need to run both heating and cold air return ducts to the existing system. This should help disperse excess humidity to the rest of the house. For the summer, I suggest a quality de-humidifier be installed. It depends on your basement. If your basement gets wet after it rains, you should probably drop the idea. If it stays dry, consider what you want to have. I would leave it fairly open to the rest of the basement to avoid a dampness problem. Depending on what you do, you may need to run a duct into the room from the furnace or actually a nearby duct. You should not need a cold air return, since your circulation will probably be adequate if you don’t close it off completely. In other words, use a partial partition that doesn’t go all the way up. Winter should not be a big problem. Summer will be a problem, since the furnace will be shut down. Solution; leave the furnace blower run all Summer. This will give you the same air in your basement as you have upstairs, assuming you have air duct outlets in the basement. If your thermostat doesn’t have a setting allowing continuous blower (fan) operation, look at the limit switch on your furnace. You will probably find a switch or button that allows continuous operation. Somebody suggested a dehumidifier.
